On June 15, 2024, MOTAC Minister Datuk Seri Tiong King Sing announced new conditions for the MM2H program. The updated version introduces a three-tier system: Platinum, Gold, and Silver, with MM2H participants classified into different tiers based on their qualifications.
In June of this year, the Ministry of Tourism, Arts, and Culture Malaysia released new regulations for MM2H visa application requirements and agency licensing. According to the latest guidelines, the general application conditions for the MM2H program are:
- Eligibility to apply for the MM2H program is open to foreign nationals from countries with diplomatic relations with Malaysia
- All applicants must be 25 years old or above
- Applications must be submitted through MM2H tourism agencies licensed by the Ministry of Tourism, Arts, and Culture Malaysia under the Tourism Industry Act 1992. Direct applications by individuals or walk-ins will not be accepted
- All new applications or renewals for MM2H must be submitted through the MM2H One-Stop Center. All matters related to immigration and approvals are regulated by the Ministry of Home Affairs and the Immigration Department of Malaysia, including appeals for rejected applications, which must be directed to the Minister of Home Affairs

Advantages of the Malaysia My Second Home (MM2H) program:
- Low Threshold: No language requirements, no need for proof of property source, and with complete documents, it can be processed within 3 months
- Lifetime Validity and Family Sharing: One primary applicant can secure visas for the whole family, including unmarried children under 35 and parents over 60 (including spouse’s parents), and can bring one maid to Malaysia. The 10-year visa is renewable indefinitely, with free entry and exit without repeated visas
- Easy Access to Prestigious Schools: Malaysia offers high-quality international education with American and British curricula at reasonable costs. Children can apply to UK and US universities from Malaysia
- Access to Local Medical Resources: Malaysia is a top medical tourism destination in Asia, with healthcare standards comparable to Western countries. The program allows access to Malaysia’s medical resources
Application documents

Stage 1: Document Preparation
Applicants prepare the following documents:
- Application fees: Platinum RM200,000, Gold RM3,000, Silver RM1,000, Special Zone RM1,000
- Certified copy of passport personal details page and recent entry stamp (certification not required)
- Four recent color passport-sized photos (3.5 x 5.0 cm, blue background)
- Proof of property ownership in Malaysia (if purchased)
Spouse prepares:
- Certified copy of passport personal details page and recent entry stamp
- Four recent color passport-sized photos
- Certified copy of marriage certificate
Children (unmarried, under 34 years old) prepare:
- Certified copy of passport personal details page and recent entry stamp
- Four recent color passport-sized photos
- Certified copy of birth certificate
Parents/in-laws prepare:
- Certified copy of passport personal details page and recent entry stamp
- Four recent color passport-sized photos
- Certified copies of marriage certificate and children’s birth certificates
Stage 2: Obtain Conditional Approval
- The agent follows up on the approval progress and informs the applicant of receiving the conditional approval letter
- The applicant and their family must travel to Malaysia within 6 months
- Enter Malaysia using a tourist visa, prepare to open a fixed deposit account, and purchase medical insurance
Stage 3: Open a bank account, purchase insurance, and undergo a medical examination
Open a fixed deposit account: Apply for a bank account using the conditional approval letter and deposit the required amount
Purchase medical insurance: Obtain medical insurance valid in Malaysia (not required for those over 60 years old)
Medical examination: Undergo a medical check-up at a private hospital or registered clinic in Malaysia
Obtain and submit three important documents (fixed deposit certificate, medical insurance policy, medical report) to the MM2H Center
Stage 4: Obtain the MM2H visa
- The agent submits documents and passports to the MM2H Center to complete the visa application
- Pay the fees for the MM2H social visit pass, multiple-entry visa, and journey execution visa
- The passports will be stamped with the MM2H visa

Application Process
- After receiving the approval letter, you must arrive in Malaysia within 6 months and submit the remaining documents
- Failure to meet the requirements may result in the cancellation of the social visit visa/pass, requiring reapplication
- Deposit RM 1,000,000 in a Malaysian bank, with an additional RM 50,000 for each dependent.
- Purchase medical insurance.
- Dependents who are attending school need to apply for a student visa.
- May need to undergo an interview with the Immigration Department.
1. Eligibility review and registration
- Eligibility review: Register and log in at eMM2H.com to check if you meet the qualifications.
- Prepare documents: Upload the required documents according to the website instructions。
- Submit processing fee: Pay the initial processing fee on the website.
2. Approval process
- Document collection: The MM2H Committee will gather and prepare the applicant’s documents
- Approval process: The Committee will review the applicant’s application
- Result notification: The applicant will be notified of the review outcome
3. Approval granted
- Approval payment: The applicant pays the visa certification fee
- Approval granted: The applicant travels to Malaysia to collect the visa

FAQ about Malaysia My Second Home (MM2H) program
Yes. As long as you can provide proof of retirement income that meets the application requirements, or fulfill the relevant financial criteria, Malaysia still welcomes your application for the MM2H program
No. The MM2H program does not permit holders to work in Malaysia. However, if you wish to work in Malaysia, you can apply for a work visa. Alternatively, you have the option to invest and start a business in Malaysia
After obtaining the MM2H visa, you must stay in Malaysia for at least 90 days each year during the five-year period to meet the visa conditions
If an MM2H holder’s company earns income in Malaysia, they must pay corporate income tax to the Malaysian tax authorities. Otherwise, any legitimate funds transferred into Malaysia from abroad are tax-exempt
Third-party submissions are not accepted. Applicants must submit their application via courier or at the MM2H counter
No, you must meet both requirements—having RM 1,500,000 in liquid assets and a monthly income of RM 40,000—to qualify for the Malaysia My Second Home program
After one year, MM2H holders can withdraw up to 50% of their fixed deposit to cover approved expenses related to the program, such as purchasing property in Malaysia, medical expenses, or education for children (with supporting bills). MM2H holders can also withdraw their fixed deposit upon terminating participation in the MM2H program
You cannot withdraw your fixed deposit at any time during your stay in Malaysia. Some banks may allow periodic withdrawals of the interest earned on the fixed deposit account, depending on the bank’s policies or arrangements. Please refer to the bank’s website or www.bnm.gov.my for current rates and terms
No, you can only withdraw up to 50% of the fixed deposit in the second year for purchasing property, health-related products, and children’s education. The remaining fixed deposit can only be withdrawn upon maturity. However, you can withdraw the interest earned on the deposit
The medical examination can only be conducted at registered clinics or hospitals in Malaysia
Dependents must have medical insurance that is valid in Malaysia. However, individuals who have difficulty obtaining medical insurance due to age or health conditions may be exempted
Applicants must complete the visa endorsement (i.e., obtain the MM2H visa) within six (6) months after the issuance of the conditional approval letter
The conditional approval letter specifies that all approved applicants must complete the MM2H visa process within six (6) months from the date of issuance. Failure to do so will be considered as forfeiture, and the application will not be accepted.
To apply for the Visa with Reference (VDR), please prepare the following documents:
i. Letter of intent;
ii. Copy of passport (personal information page and last exit stamp page); and
iii. Copy of the conditional approval letter.
If the passport validity is less than six (6) months, the passport holder will not be allowed entry into Malaysia
Only the main applicant is required to pay the security deposit
MM2H holders approved based on offshore income must provide proof of government pension for the current three (3) months, with a minimum of RM 40,000 per month. Those approved based on fixed deposits must provide the original and copies of the fixed deposit certificate and the original and copies of the bank confirmation letter
MM2H holders must not mail any documents for renewal. In practice, holders should personally bring the required documents to the MM2H Immigration Department
If an MM2H holder has already opened a fixed deposit account under the program, they need to provide the original fixed deposit certificate for renewal. If the holder has withdrawn part of the fixed deposit, they must provide the most recent fixed deposit certificate (original and copy) and ensure that the minimum balance requirement is still met
If an MM2H holder or dependent (family member) unfortunately passes away, the immediate family must notify the MM2H unit. After the main holder’s death, dependents can submit a termination of the main holder’s social visit visa to the MM2H unit and apply to replace the MM2H holder. Note that the replacement application must be made within three months of the main holder’s death; applications submitted after this period will not be accepted
Under the MM2H program, the dependents (children under 18 years old) of the holder can apply for a “study permit” with the MM2H Immigration Unit to attend international schools in Malaysia. For higher education in Malaysia, they must terminate their MM2H dependent visa and apply for a student visa
They are allowed to attend both public and private schools. However, for government (public) schools, approval from the Malaysian Ministry of Education is required
Children under 7 years old do not need to apply for a student visa to attend kindergarten in Malaysia. They only need to apply for a “study permit” from the MM2H Immigration Unit
Children under 21 years old can enter Malaysia as dependents under the MM2H program. However, if the child is over 21, they must renew their residence permit annually to stay legally in Malaysia (this condition applies up to the age of 35). After 35, they must apply individually to participate in the MM2H program. (Dependents under MM2H cannot work or marry in Malaysia
MM2H holders can serve as directors in a Malaysian company if they:
i. Are non-executive directors;
ii. Do not receive any remuneration or salary from the position (otherwise, they would be required to pay personal income tax to the Malaysian tax authorities); and
iii. Do not participate in the daily operations of the company.
MM2H holders can also invest in any existing company, but their shareholding must be less than 50% (which means they are not major shareholders, as major shareholders are automatically considered active participants in the company’s business). If an MM2H holder wishes to become an executive director or hold more than 50% of the shares in a company, they should terminate their participation in the MM2H program and apply for a work visa with the Immigration Department.
After January 1, 2017, new policies were introduced: MM2H holders can only sell or transfer vehicles that have been registered for over 5 years, and such transactions must be approved by the Royal Malaysian Customs Department. After selling the vehicle, taxes must be paid based on the market value assessed by the relevant department before the vehicle ownership transfer can be completed.
MM2H holders can purchase residential property in Malaysia. The price threshold for foreigners to buy property varies by state and region, so it’s advisable to check the specific requirements before making a purchase. Most land in Malaysia can be freely bought and sold, but land purchases are governed by state authorities, and each state has different policies and land laws. Therefore, it’s important to consult the local regulations before proceeding
Minimum stay of 3 days is required
Day 1: You will need to go to the clinic for a medical checkup, arrange for a medical insurance contract, and open a time deposit account (about half a day’s travel.). The customer’s passport will be taken on this day and kept temporarily).
Day 2: Submit documents to the immigration office. (Customers will be able to move freely on this day)
Day 3: (Visa pickup) Passport is picked up and returned to the customer
