Regulation and licensing
Business licenses will only be issued to qualified Malaysian practicing doctors
Foreign doctors wishing to practice in Malaysia must obtain approval from the Malaysian Medical Council (MMC) (applying for a formal registration certificate/annual practicing certificate/temporary practicing certificate) and the National Specialist Register (NSR) (applying for a specialist qualification certificate)
The MMC recognizes medical graduates with bachelor's degree qualifications from 384 medical institutions in 35 countries, as listed in Appendix 2 of the Medical Act of 1971
To obtain tax incentives, healthcare institutions need to: register with the Malaysian Healthcare Travel Council (MHTC) after obtaining recognition as a medical center, obtain the necessary medical licenses from the Ministry of Health, and apply to the Ministry of Health for verification of the medical equipment used in their facilities
